Main Activities and Works
Overall Objectives
The overall objective of the Project is to alleviate poverty of the land and homeless people through
providing shelters and human resource development activities. The aim of the project is to improve the
standard of living through providing basic education, health care and skill development on income generating
activities of the landless, homeless, distress and rootless people.
Specific Objectives
The specific objective of the project is to settle the landless and homeless families/people on khas land /
resumed land / donated land / in some cases purchased land with living accommodation, title deed of ownership
of the land jointly in the name of wife and husband. The project aims at creating dynamic village and stimulating
socio-economic development of the people of ABASHAN.
The ABASHAN PROJECT is working to alleviate the poverty of the landless and homeless families of Bangladesh by focusing
on human resource development. The project will act directly on the civil and human rights of the target population and
will intervene in order to improve their living conditions, education, health and earning opportunities. The project aims
at the distribution of title deeds of ownership of the land and as a result of this the poor become visible, registered,
able to express political preference and become reachable by services provided by the Government. The activities and works
of the project include -

Operation and maintenance
Prime Minister's Office in a coordinating role with the District and Upazila Administration and
other Government Department.
The ABASHAN PROJECT, Prime Minister's Office will execute the project activities by Armed Forces Division ( AFD ), Local
different Government agencies, various Governmental Departments and District & Upazila Administration. For getting the
specific guidance and advice from the appropriate authority for smooth implementation of the project activities / components,
a Committee, named ABASHAN Project Central Advisory Council have already been formed. The committee is responsible for the
approval of the Annual Work Plans and Budgets based on proposals and recommendations from Project authority. This Committee
would give necessary direction to their self-Directorate / Department to implement the project in field level. In order to
achieve effective coordination between the project and other development agencies this Committee is represented by different
Ministries and agencies. Composition of the Committee is as follows :
ABASHAN PROJECT Implementation Central Steering Committee will act for policy making and overall guidance and supervision
of project's activities. It would discuss and approve the Yearly Work Plan and Budgets and subsequently delegate authority
to Project administration for execution. The ABASHAN Project Implementation Central Steering Committee can co-opt any
member whenever necessary and will seat at least two times in a year. Central Steering Committee will also analyze
the progress of the project, select the Annual target, Re-scheduling, Monitoring and evaluation, other special
activities and any responsibility assigned by advisory council. Principal Secretary, Prime Minister's Office will
seat with Six Divisional commissioners after every three months for reviewing, monitoring, analyzing the performances
of each division in this regard and for taking appropriate action. Project Director of ABASHAN Project will carry out
his duties as a member secretary. Moreover, this committee will give necessary direction by analyzing budget, work plans
and also give necessary direction to the officer of their self-Ministry office to the implementation of ABASHAN. in order
to achieve effective coordination between the project and other development agencies the Committee is represented by the
different Ministries and other agencies. Composition of the Committee is as follows :
District Task Force
ABASHAN Project Implementation District Task Force would act for Analyzing the progress of different department /
directorate in field level in implementing ABASHAN. District Task Force will responsible for implementing the project
in schedule time and will remove all barriers in implementation of project. ABASHAN Project Implementation District
Task Force can co-opt any member whenever necessary and would held at least one meeting once in a month. District Task
Force will be responsible for effective co-ordination among various departments and developing agencies. The formation
of the District Task Force Committee will be as follows :
Upazila Task Force
ABASHAN Project Implementation Upazila Task Force would ensure the completion of ABASHAN in schedule time.
It would analy the progress of different Departments/Directorates in the field level, Remove all barriers in project
implementation. It would coordinate with the other departments in establishing ABASHAN village. The task force will be
responsible for selection and recovery of khas land and purchase lands and selection of project sites and sending ABASHAN
project proposals to District level. The task force will also be responsible for selecting beneficiaries as per the
principle set by the Government. Moreover the ABASHAN Project Implementation Task Force is responsible for carrying out
the task assigned by the Project Authority. ABASHAN Project Implementation Upazila Task Force can co-opt any member
whenever necessary and will held one meeting once in a month. Upazila ABASHAN Project Implementation Task Force headed
by Upazila Nirbahi Officer will be formulated as follows:
